The Wemmershoek water scheme is the largest water augmentation scheme undertaken in the Cape Province and guarantees, for two to three decades, adequate water to Cape Town and fourteen local authorities of total area 170 square miles and total population 720,000. The scheme comprises the Wemmershoek Dam, a treatment plant, a 31-mile-long prestressed concrete pipeline, a service reservoir, and a number of subsidiary pipelines. The dam impounds 13,000,000,000 gallons, drawn from a 34 square mile catchment, and the scheme supplies more than 30 m.g.d. (annual average).
The paper descriptionbed a method for evaluating both elastic and plastic deformation. It formulated certain theories of deformation and it introduced approximate methods for estimating both elastic arid plastic deformations in multi-layered systems.
