SALIENT FINDINGS FROM THE SURVEY Business perceptions about constraints to growth and regulatory costs The first question asked of respondents to the survey was: 'What factors of any kind prevent or discourage a business like yours from expanding its operations?' The results are presented in figure 1. A wide range of factors is perceived to limit growth.
