By the end of 2003 the situation was very serious, as the capacity of the town's sole source of water, the Crystal Springs Dam, was down to 10 %. An application for drought relief funding, drafted by Ninham Shand in conjunction with officials from the Greater Kokstad Municipality and Sisonke District Municipality, was submitted to DWAF and a sum of R4 million was granted early in 2004 to the Water Services Authority (Sisonke District Municipality) for Kokstad.
