JULIE 2005 4 THE ORANGE RIVER PROJECT TAKES SHAPE By 1960 it was possible to formulate a comprehensive development plan for the Orange River, which would provide for the ultimate requirements of irrigation, urban water supply, industrial water supply, hydro- electric power development and fl ood control. This new concept widened the emphasis from the single purpose Orange- Fish-Sundays diversion project to the multipurpose Orange River development project. The major effect of this change of emphasis on the Orange-Fish tunnel was the choice of the dam site at Ruigtevallei near Norvalspont, instead of the previously proposed sites further upstream.
