The form and function of operating characteristic curves are descriptionbed. When applied to specifications for the strength of concrete, the operating characteristic curve has been misused in such a way as to treat unfairly a specification for concrete strength in which every individual result must be greater than the specified level. It is shown that, contrary to current belief, such a specification gives a balance of risks which is at least as good as that of other forms of specification and that the balance of risks is independent of the variability of the results.
