eThekwini Water and Sanitation (EWS) is a business unit within the eThekwini Municipality which is responsible for providing water and sanitation services to 3.5 million residents, as well as numerous industrial, commercial and institutional customers. The financial accounts for EWS are ring-fenced to ensure that the true costs of providing these services can be determined and accurate tariffs set to recover these costs. For the current 2013/2014 financial year the operating budget is R5.9 billion and the capital budget is R1.5 billion. Water meters are read monthly and water and sewage charges are calculated based on these meter readings in order to generate revenue to meet this expenditure. In order to minimise the costs of postage of accounts and collection of payments, the water and sewage charges are included in a consolidated bill sent out each month by the City to each customer. Payment levels are excellent and currently exceed 97% on a month by month basis, with some months exceeding 100% when arrear debts are paid by customers.
