Abstract

The infrastructure of any nation is the foundation for overall development. Investment in national infrastructure expresses the economic, social, political and cultural vision of a nation. It also reflects a view regarding regional and international trade and relations. Therefore, capital investment in transport infrastructure is an expression of a long-term view of socio-economic developmental objectives. Proper road infrastructure is thus essential to the economic well-being of a country. In order to develop this infrastructure, two possible avenues are available, namely general taxation or a 'user pays' levy.
