Members of ASCE [American Society of Civil Engineers] who are over 40 will recall the sad year 1972, when after spending more than $1 million and several years resisting the so-called antitrust measures of the US Justice Department, the Society was ordered by the court to remove its ethical restrictions banning 'bidding' by members for conduct of their professional services. With this one action, the federal government reduced the practice of professional engineering to the economic equivalent of a body-and-fender shop.
