The Maluti Regional Water Supply Scheme serves Maluti Township and the Maluti Garrison, which have a total population of approximately 6 000. The original water supply scheme comprised the Belfort Dam, a 150 mm diameter raw water pipeline between Belfort Dam and the Maluti water treatment works, the treatment works themselves, a 150 mm diameter purified water pipeline to Maluti Township, a 150 mm diameter branch line to the military garrison, and various reservoirs (80 m3 at the treatment works, 30 m3, 80 m3 and 500 m3 at Maluti Township, and 80 m3 and 1 000 m3 at the garrison) .
Space and financial constraints dictated the layout of this new complex north of Johannesburg This development for the Town Council of Sandton on the outskirts of Johannesburg comprises not only a new central public library but also Council chambers within the same main building and a low-rise art gallery to the south, embracing a sculpture court. The gallery has two wings modulated internally by a hierarchy of brick arches and buttresses that create top-lit pockets of space for exhibits.
""What Is the highest of all goods which are the objects of all action"" It is happiness.' Aristotle (1911) goes on to descriptionbe the concept of happiness. That the lowest conceive it to be pleasure, and hence are content with a life of sensual enjoyment. That the refined and the active conceive happiness to be found in honour, which is the product of a life in society. Finally, that happiness can be found in the life of contemplation, the working of the soul in the way of excellence or virtue of a certain kind. The stability imparted by virtue results in a man who is both stable and happy.

An innovative solution to sewerage problems creates a pleasant water feature An artificial wetlands system that not only provides an environmentally friendly water features park, but significantly reduces the water bill of the complex it serves was the result of some creative planning in Midrand. H J M (John) Williamson was a padmaker imbued with tremendous energy, backed up by an ability and knowledge that he expanded throughout his career. In 1950, when he was as far as I can remember a sort of right-hand man to the then Provincial Roads Engineer, M La C ('Billy') Loftus, he located the route for the Anenous Pass. I was at that time Resident Engineer on the Provincial Roads Unit constructing and premix surfacing the road between Nababeep and O'Kiep, under the general control of the District Roads Engineer, Ceres (Charlie Bennett), who had also been kind enough to give me the Namaqualand Division to look after on his behalf. John took me with him to Anenous as flagholder and also, I suppose, as another pair of eyes.
Members of ASCE [American Society of Civil Engineers] who are over 40 will recall the sad year 1972, when after spending more than $1 million and several years resisting the so-called antitrust measures of the US Justice Department, the Society was ordered by the court to remove its ethical restrictions banning 'bidding' by members for conduct of their professional services. With this one action, the federal government reduced the practice of professional engineering to the economic equivalent of a body-and-fender shop.
