In April the Gauteng Department of Transport and Public Works released its proposed toll road strategy for Gauteng. The strategy rests on finding new user-based funding sources for the provincial road system and envisages the construction of eight toll roads at a 1996 cost of R6,8 billion over a 20 to 30 year period (see map of proposals on right) . According to Paul Mashatile, Gauteng's former MEC for Transport and Public Works, under whose direction the strategy was developed, the province faces a major road funding problem, not only for new roads, but also for the proper maintenance of the existing road network. This is resulting in Gauteng's freeways becoming increasingly congested and key roads deteriorating.
