The Outeniqua Pass reconstruction project - which was the winner of last year's Southern Cape Branch Award for Excellence in Civil Engineering and received a commendation in the 1998 National Awards - called for the upgrading and reconstruction of a 13,5 km portion of Trunk Road 1/1, which crosses the Outeniqua Mountains immediately north of George in the Southern Cape. This road, originally built between 1942 and 1951, provides the most important transportation link between the coastal plain and the Little Karoo and the interior. The existing two-lane surfaced road was becoming increasingly congested owing to steep grades, inadequate overtaking opportunities and insufficient trafficable width. In addition, the high year-round rainfall and poor surface and subsurface drainage had combined with the increasing heavy vehicle traffic to cause rapidly escalating maintenance costs.
