The first regional office of the South African National Roads Agency - for the Western Region - was opened by the Minister of Transport, Mac Maharaj. in Cape Town in September. Less than two months previously, the Minister had opened the national office of the South African National Roads Agency in Pretoria. On 1 April this year three agencies were created out of the restructured Department of Transport to run as independent, statutory authorities operating on commercial lines at arm's length from government. The fourth, a civil aviation authority, was established in October. The start of each agency not only moves the national department closer to its core business of policy formulation and regulation, but also gives focus to key areas of transport activity, which will now take place in agencies dedicated to maximising productivity and the growth of services in their respective areas.
