oa Civil Engineering = Siviele Ingenieurswese - Floods - Have we learnt any lessons?
In October 1997 heavy rains started falling in different parts of Tanzania. We were told they were the result of the 'El Nino' phenomenon and that the rains were expected to continue until April or May 1998. There is a saying that 'anything excessive is harmful'. Excessive rains cause floods. So far the floods have caused a lot of damage, inconvenience and suffering. Data is still being compiled on the actual extent. However, what has happened is common knowledge. Houses, roads, bridges, railways, aerodromes as well as telephones and electricity power supply lines have all been adversely affected. With floods, farmers have to go on leave. Coupled with the fact that goods and passengers cannot be moved across the land because of the damaged infrastructure, the subsequent damage to the economy and the associated suffering to people is immense.
