The effect of the Native Building Workers' Act of 1951 and the Native Services Levy Act of 1952 has been to accelerate the rate of building of Native houses, Johannesburg alone producing 10,000 to 15,000 units per annum. There has been a marked reduction in cost and a swing toward departmental work. Important consequences of the large urban concentration in the south-western areas of Johannesburg and of the side and service scheme tire discussed.
