Abstract

Dynamic changes in the environment of South African cities require continuous adaptation of Area Traffic Control (ATC) systems. A periodical evaluation of the effectiveness of the control systems is necessary to check whether their operation is satisfactory. The existing evaluation techniques (extensive traffic surveys, computer simulations) are not practical due to the high costs involved.


A simplified technique was used to evaluate the effectiveness of the ATC systems in Cape Town, Durban, Johannesburg and Pretoria. For each of the systems a set of characteristicvalues has been established : an effectiveness index, a 'queue' parameter and a flow comfort index. These values represent the effectiveness of the system. An improvement in or deterioration of the system's operation can be detected by repeating, in the future, the evaluation described in this paper. Moreover, the effectiveness can be evaluated against some objective criteria and also against the effectiveness of overseas traffic control systems.
The findings of this study are that the traffic problem in South Africa is not as serious as that in the United Kingdom and that our ATC systems perform adequately.

Dinamiese veranderings in die omgewing van Suid-Afrikaanse stede vereis 'n voortdurende aanpassing van die bestaande gebiedverkeersbeheerstelsels (GVB-stelsels). 'n Periodieke evaluering van die doeltreffendheid van die beheerstelsels is noodsaaklik teneinde vas te stel of die werking daarvan steeds bevredigend is. Die bestaande evalueringstegnieke (omvattende verkeersopnames, rekenaarnabootsings) is nie prakties nie vanweë die hoë koste daaraan verbonde.


'n Vereenvoudigde tegniek is gebruik in die evaluering van die GVB-stelsels in Kaapstad, Durban, Johannesburg en Pretoria. 'n Reeks karakteristieke waardes is vir elke stelsel bepaal : 'n doeltreffendheidsindeks, 'n 'tou'-parameter en 'n vloei-gerieflikheids-indeks. Hierdie waardes verteenwoordig die doeltreffendheid van die stelsel. 'n Verbetering van of verswakking in die werking van die stelsel kan aangedui word deur die evaluering in hierdie verslag beskryf in die toekoms te herhaal. Bowendien kan die doeltreffendheid geëvalueer word teenoor objektiewe maatstawwe en ook teenoor die doeltreffendheid van buitelandse verkeersbeheerstelsels.
Die bevindings van hierdie studie is dat die verkeersprobleem in Suid-Afrika nie so ernstig is as dié in die Verenigde Koninkryk nie en dat ons GVB-stelsels heeltemal bevredigend fungeer.
