Abstract

Enige beheerstelsel funksioneer deur die stel van 'n standaard, toetsing of daar aan die standaard voldoen word, gevolg deur regstellende maatreëls indien dit benodig word. Beheer impliseer ook die uitoefening van gesag wat egter in gelyke mate verantwoordelikhede en verpligtinge meebring.


Die doelwitte van kwaliteitbeheer sowel as die verantwoordelikhede van die betrokke partye, nl die eienaar, die kontrakteur en die raadgewende ingenieur, word nagegaan. Remediërende stappe, asook moontlike koste-implikasies, weens werk wat nie die nodige kwaliteit bereik het nie, word aangedui. Aangesien kwaliteitbeheer deel is van die praktiese implementering van 'n ontwerp, is dit net so belangrik as die ontwerp en behoort dit slegs aan genoegsaam ervare personeel toevertrou te word.

Any control system functions through the setting of a standard, testing whether the standard has been attained and, if warranted, the taking of corrective action. Control implies the exertion of authority but reciprocates equally with responsibilities and obligations.


The purpose of quality control as well as the responsibilities of each party concerned, namely the owner, the contractor and the consulting engineer, are explored. Remedial steps, including possible cost implications, due to work which has failed to achieve the specified quality, are discussed. Because quality control forms a major part of the practical implementation of a design it is equally important and should be entrusted to sufficiently experienced personnel only.
