oa Civil Engineer in South Africa - The management of road systems

 

Abstract

The continued erosion of public funds available for roadworks makes the necessity for accurate planning and for establishing priorities all the more urgent. The formal set of procedures required for such planning and priority establishment is termed a road management system. This paper describes the nature of these systems and the considerations necessary in creating them. Despite the many problems in developing a road management system, a sufficient amount of technical expertise has become available to initiate the implementation of at least partial systems. A review of the progress made in South Africa is given. It is shown that there has been sufficient progress to warrant more widespread application of these techniques. Individual authorities should encourage such developments within their departments to substantiate their work programmes and to justify their funding requirements.

'n Formele stel prosedures vir sulke beplanning en voorkeurbepaling word 'n padbestuurstelsel genoem. Hierdie referaat beskrywe die aard van hierdle stelsels asook die aspekte wat in die daarstelling daarvan oorweeg moet word. Ten spyte van baie probleme in die ontwikkeling van 'n padbestuurstelsel, is daar reeds voldoende tegniese vordering gemaak om ten minste gedeeltelik stelsels te implimenteer. 'n Beskrywing van die vordering wat reeds in dié rigting in Suid-Afrika gemaak is, word gegee. Daaruit blyk dit dat die gedeeltes wat reeds in gebruik is so suksesvol is dat 'n meer wydverspreide gebruik nou geregverdig is. lndividuele padowerhede behoort sulke ontwikkelings binne hulle departemente aan te moedig om hulle werkprogramme te bevestig en finansiële behoeftes te bewys.
