Abstract

In mid-1982, Mr Louis Rive, the man responsible for the upgrading of Soweto, was appointed to find ways of improving the quality of life in Black townships in the Eastern Cape. This involved sophisticated new township development and the improvement and extension of the basic infrastructure of the existing townships, including roads and stormwater, water and sewage reticulation, the installation of domestic sewage services, the supply of water and the provision of taps in each house.
