oa Civil Engineer in South Africa - Sociological reflections on the urbanizing environment : technical paper

 

Abstract

The history of urbanization in South Africa has left the last quarter of this century with a society that reflects developed and underdeveloped components. Intense politicization and a greater demand for equal opportunities have brought about developmental consequences that directly affect the role of the civil engineer. In order to decrease the current level of urban tension, the future of the urbanizing environment has to be negotiated with the emerging urban populations themselves. In order for them to participate in such negotiations and sensible decision-making, the intervention of the developer/professional person/civil engineer is imperative. Such intervention requires the civil engineer to involve himself beyond his traditional neutral role. In addition to public participation and dialogue, assistance with the formation of organizational structures and training are essential elements in the pursuance of a comprehensive approach to development.

Die geskiedenis van verstedeliking in Suid-Afrika het die laaste kwart van hierdie eeu 'n samelewing wat ontwikkelde en onderontwikkelde komponente reflekteer, agtergelaat. lntense verpolitisering en 'n groter aandrang op gelyke geleenthede het ontwikkelingsgevolge meegebring wat die rol van die siviele ingenieur direk beinvloed. Ten einde die huidige vlak van stedelike spanning te verminder, moet die toekoms van die verstedelikende omgewing met die vormende stedelike bevolkings self onderhandel word. Ten einde hulle in staat te stel om deel te neem aan sulke onderhandelinge en sinvolle besluite te neem is die intervensie van die ontwikkelaar/professionele persoon/siviele ingenieur noodsaaklik. Sodanige intervensie vereis van die siviele ingenieur om verder as die grense van sy tradisionele neutrale rol betrokke te raak. Aanvullend tot openbare deelname en dialoog is hulpverlening met die daarstelling van organisasiestrukture en -opleiding noodsaaklike elemente van die navolging van 'n omvattende ontwikkelingsbenadering.
