Abstract

Road authorities in South Africa are facing a period of dramatic change with the reincorporation of self-governing territories and the independent states and with the formation of new regions. The aim of this paper is to create an awareness of the importance of continuing with road maintenance during the process of change and to highlight the necessity of providing technical input in the transitional phase in order to address present weaknesses. The current situation in Lebowa with regard to the road network, paving needs, human and other resources and levels of funding is addressed.

Padowerhede in Suid-Afrika staan voor 'n periode van dramatiese veranderinge met die herinlywing van selfregerende gebiede en die onafhanklike state, en met die vorming van nuwe provinsies. Die doel van hierdie referaat is om die belangrikheid daarvan om gedurende hierdie proses van verandering met padinstandhouding voort te gaan, te onderstreep. 'n Verdere doel is om die noodsaaklikheid te beklemtoon dat tegniese insette in die oorgangsfase verskaf word ten einde huidige tekortkominge aan te spreek. Die huidige situasie in Lebowa met betrekking tot die padnetwerk, die behoefte aan geplaveide paaie, menslike en ander hulpbronne en befondsingsvlakke word aangespreek.
