Abstract

Changes that are taking place in the country create problems, some of which can be solved only with the input of engineers. Their recommendations sometimes assist in changing the strategy and policy a government institution is following. This technical note describes the relationship between the elements of mission, responsibility, strategy, objectives, policy and the implementation of the policy. These elements form the strategic process, which contains the policy cycle.

Veranderinge wat in die land plaasvind, veroorsaak probleme, sommige waarvan slegs met die insette van ingenieurs opgelos kan word. Hulle aanbevelings doen partykeer mee in die verandering van die strategie en beleid wat 'n staatsinstelling volg. Hierdie tegniese nota sit die verhouding tussen die elemente missie, verantwoordelikheid, doelwitte, beleid en die implementering van die beleid uiteen. Hierdie elemente vorm die strategiese proses, wat die beleidsiklus bevat.
