Hopes to throw some light on the problem as to why the Romans, at the height of their empire in the second century of our era, failed to apply scientific ingenuity and technical skill to overcome some of the problems in their economy, by carefully examining the technical resources available for industrial production in the Empire; and, by taking into account the conditions affecting the rate of expansion of industry under modern conditions
