The increase in white collar crime in South Africa and the escalating amounts involved have resulted in two questions being raised by investors and the public alike, namely who is responsible for this and why do such crimes occur? The frequent relatives of major deceit and deception taking place within the public sector, coupled with recent disclosures of major fraud in private organisations (Wilmot 1994), heightened this concern.
