On 2 February 1990 the South African State President, Mr FW de Klerk, announced that the government was prepared to commence with a reform process that would eliminate all forms of discrimination and oppression. In addition to the promise of a new constitution which would ensure the democratic election of a new government, the undertaking was given that a bill of human rights, guaranteeing the rights of all South Africans, would be adopted.
