Criminologists have been inclined to be dominated by American experiences when addressing crime control. But America is not necessarily characterised by enduring successes in the area of crime control. Twenty years ago Richard Nixon became the first of six successive presidents to declare 'war' on crime. This declaration of war against crime has also been expressed by the new democratic government in South Africa.
