Abstract

In Latin America democracy has not halted the rise in crime. Indeed, there has been a significant increase in organised crime in a number of countries. This is the result of the growth of narcotics-related activities. In countries like Colombia and Peru this development has taken place against a background of a conflict between the State and guerrilla movements, exacerbating insecurity and complicating the tasks facing the authorities.
