Province of Ontario Briefly, the history of legal aid in Ontario is as follows. Before 1951, there was no formal or comprehensive system of legal aid. Individual members of the legal profession, of course, helped indigent persons without fee or for reduced fees. There existed also the traditional right of a judge to nominate counsel to defend an indigent accused person charged with a capital offence.
