Abstract

That the South African penal system needs a revamp is already clear. Now it is overdue. Twenty-three years have passed since the Landsdowne Commission took the last effective look at the way the system operates. More recently calls for reform have been numerous. Among them have been appeals from a judge and the Judge President of the Transvaal. The very existence of an organisation like the National Institute for Crime Prevention and Rehabilitation of Offenders (Nicro) underlines them. Statistics� show that the system is failing.
