Abstract

""The condition upon which God has given liberty to man is eternal vigilance"". Those words which I have, on occasion, heard attributed to Abraham Lincoln, were, I find, in fact first spoken by an Irish Judge (John Philpot Curran) in 1790. They bear the mark of sound common sense. To keep alive the essential liberties which we have come to value as the corner-stones of our Western democratic way of life, constant watchfulness is required. But complacency is all too easy a state to fall into and the easier still for the large bulk of the population not filled with the sense of awareness nor having the education and training to be readily aware of impending dangers, often of an insidiously encroaching nature.
