The independence of Ciskei and the possiblity of more selfgoverning Black states at present falling under the Republic's umbrella of ultimate sovereignity following the same course, mayor may not comply with everyone's political philosophy of this country's future constitutional dispensation. Be that as it may, from a legal point of view Transkei, Bophuthatswana, Venda and Ciskei exist as a fact and the law must take cognizance of this situation. One of the first topics to raise its head in this context is the question of patents. National patent laws are based on the concept of territoriality, that is to say that patents granted by a state have effect only within the territory of that state.
