Attorneys should acquaint themselves with the enormous and exciting possibilities inherent in law-making by private Bill, suggests Cape Town attorney Louis Rood. In this article he discusses the procedures involved and advocates, modernising and streamlining existing private Bill procedures so as to make them even more affordable and accessible to the public. Ambitious plans have recently been initiated to promote public participation in parliamentary processes. The creation of a true 'People's Parliament' includes the formation of youth parliament projects in each province, a national youth parliament, a public relations centre in the parliamentary precinct and the continuation of the plain English campaign with the aim of making legislation comprehensible to ordinary people.
