I am advised that the ultimate stated aim of the Deeds Office is electronic lodgement. One of the factors contributing to this aim was the need for the redesign and development of the database and systems at the Deeds Office. This system of electronic lodgement will be available and operational by mid-1998. The immediate benefits of this will be easier national searches and more powerful indexing of data held.
Section 55(k) of the Sectional Titles Act 95 of 1986, which has existed since the promulgation of the Act, empowers the Minister to make regulations in respect of the procedures to be followed in arbitration proceedings 'under this Act'. Regulation 39 determined that the provisions of the Arbitration Act 42 of 1965 must apply as far as possible to arbitration proceedings under the Act.
