THE CIRCLES. The organisation of anybody is as strong only as the weakest link in the organisation. This truism has been so often repeated that it is not necessary to elaborate further but some investigation may be necessary to see whether the Circles are functioning as well as they should. The main functions of the Circle Committees are set out in Bye-law 61(2) (b) as follows:- (i) To discuss and report on matters referred to it by the Council; (ii) To consider and make representations to the Council upon any matter affecting the profession either in its area or as a whole or affecting the Society.
""It is observed that fairly large numbers of requests are received from members of your Society for information to be furnished from the companies register. . ""In this connection attention is invited to Section 222 of the Companies Act, 1926 (Act No. 4-6 of 1926) as amended by Act No.7 of 1964- and to items 1, 2 and 3 of the Third Table. Of the Third Schedule to the Act, which reads as follows: Any person 'may, on payment of the prescribed fee, inspect the documents kept under this Act by the Registrar or require a certificate of the incorporation of ï¿½any company or a copy or extract of any other document or part of any other document to be certified by the Registrar: Provided that if an officer 6f a foreign government accredited to the government of the Republic requires such inspection, ""certificate, or a copy or extract on behalf of his government, no such fee shall be payable by him in respect there~ of if he satisfies the Registrar that no such fees are payable in his country by officers of the government of the Republic in similar circumstances.
The Public Relations Committee of the Association of Law Societies has been functioning now for nearly a year and much of the preliminary work has been done and broad policy laid down. The day to day working of the scheme has been done by an Executive Committee sited in Transvaal under the Chairmanship of Mr. G. W. Cook, who was also the Chairman of the National Committee. Mr. Cook has put a tremendous amount of effort and time into the venture and it is with extreme regret that we were informed that he was obliged for health reasons to withdraw from both these Committees. His unstinting efforts on this very important front on behalf of the profession cannot be appreciated too much and it is our sincere wish that he will soon be restored to complete health. The foundation which he has laid will certainly make the task of his successor much lighter but much remains to be done to implement the scheme fully.
Some confusion seems to exist in regard to the tariff 'which was published in English in the May issue of this Journal and in Afrikaans in the June issue. The amount of disbursements indicated in the tariff is not included in the total charge and the amount in brackets in the English version must be added to the . charge. In the Afrikaans version the fees and disbursements must be added together to arrive at the figure.
The Philatelic Federation of Southern Africa is prepared to assist legal practitioners, executors of deceased and trustees of insolvent estates in connection with the best method of disposal of any stamp collections that might be amongst the assets of estates. The Philatelic Federation is a body to which most of the philatelic societies of Southern Africa are affiliated. The objects of the Federation are all directed to the furtherance of the hobby of philately and no individual person obtains any financial benefit or profit from its activities.
