Abstract

Higher education is not the only educational sector in South Africa facing severe challenges. This paper sketches some of the consequences, for example poor throughput and graduation rates - of these challenges for higher education and argues that its focus in addressing these ought to be on the major variable under its control, namely the educational process itself. Two relatively recent major responses (extended programmes and the National Benchmark Tests Project) are discussed and the paper concludes that unless higher education as a whole recognises and acknowledges the scale and severity of the problems, and thus the need for a systemic response, it is unlikely that quality and efficiency in the sector will improve.

Hoër onderwys is nie die enigste opvoedkundige sektor in Suid-Afrika wat voor ernstige uitdagings te staan kom nie. Hierdie artikel skets sommige van die gevolge van hierdie uitdagings vir hoër onderwys, byvoorbeeld swak deurvoer- en gradueringsyfers, en redeneer dat die fokus om hierdie gevolge aan te spreek, gerig moet wees op die belangrike veranderlike onder sy beheer, naamlik die opvoedkundige proses self. Twee relatief onlangse belangwekkende reaksies (verlengde programme en die rol van die Nasionale Normtoetsprojek) word bespreek. Die artikel sluit af met die gedagte dat, tensy hoër onderwys as geheel die omvang en erns van die probleme identifiseer en erken, en dus die behoefte aan 'n sistemiese respons, dit onwaarskynlik is dat gehalte en doeltreffendheid in die sektor sal verbeter.
