The education system as a whole has been affected by changes taking place globally. South African schools have in turn become sites for radical change and principals are working under the most difficult conditions during this transformation process. There are principals who are either not coping with the numerous changes or do not have the necessary skills, knowledge and attitudes to manage their schools effectively and efficiently. Although the Department of Education provides training programmes for principals, very little improvement in schools has been noted. The authors developed a training and development model called the Competent-Based Management Matrix Model, which incorporates both the competence and competency approach and the rationale for which is to enable principals to analyse and reflect on what they do and to develop their practice.
