Provisioning for child-headed households Julia Sloth-Nielsen P rojections indicate that the number of AIDS orphans in South Africa will double to 800 000 by the year 2005. Indica- tions are that the majority of chil- dren orphaned by AIDS at present are not being accommodated through formal placements in alter- native care structures. The African kinship care system that would once have absorbed children without parents into communal life can no longer be relied upon to fulfil that function. Current figures suggest that foster parents are looking after 35% of orphaned children and only 0.1% ..
