The RDP required a more expansive macro-economic policy with a relatively large annual increase in social expenditure of between 13% and 15.5% for 1994 to 1996. The RDP was criticised, however, because it operated as a band-aid to address the poverty of only the few who lived in a commu- nity affected by an RDP project.
