Extracted from text ... In 1993 the Vienna World Conference on Human Rights resolved that it was time to redress the unequal enforcement mechanisms for human rights under international law. Since 1966 a procedure has existed under the International Covenant on Civil and Political Rights, which allows individuals who claim to be victims of violations of the rights in this Covenant to submit a complaint to the United Nations (UN) Human Rights Committee.
