This issue contains four articles and a book review. The feature article by Kevin Iles analyses the emerging trend towards private sector involvement in the provision of basic services. He contends that it is mostly this trend (among others) that has influenced South Africa's move towards policies and laws encouraging private sector involvement in service delivery.
