The awakening of library consciousness in the Gold Coast can rightly be saidto have begun in 1944 when the British Council established the first lending library in Accra. The British Council library was restricted to the use of its members, but as membership was open to anyone on payment of a small fee, the facilities of the library were available to the Public.
