""Libraries, as store houses of books and other literary materials, and as centres for the dissemination of information, play key roles in the cultural life of the community."" All libraries have a cultural function to perform. Academic and special libraries have their share to play in the cultural function, but it is more in public librarianship that this cultural role is expected to be demonstrated. To achieve cultural objectives,. library planning, acquisition policies, extension work, should be properly orientated. Constraints to cultural functions in libraries of developing countries are insufficient indigenous writing, low publishing output, lack of incentives, and lack of money.
