oa IFE PsychologIA : An International Journal - Psychological constraints on the autonomisation of local governments in Nigeria
The paper examines the issue of local government autonomy which though largely advocated as the panacea to local development, remains fictive in existence. The approach adopted is the psychological rather than the structural, which has dominated academic and public discourse. Beyond the conceptual clarifications, the paper addresses the development of local governments, the agitation for and the growth of legal-constitutional autonomy and the large scale persistence of federal and state controls. The paper predicated the analysis of the autonomy problems of the local governments on the dominant beliefs, attitudes and perceptions of fear, doubts, skepticism, lack of confidence and reluctance of higher levels of governments which are situated in the history, experience and tendencies of the past.
