Anyone who is familiar with municipalities is aware that the annual budget process is a major exercise. It officially starts on 31 August when the budget timetable is tabled in council. Laying out a schedule of activities, it encompasses the evaluation of the Integrated Development Plan (IDP), the review of the municipality's operations, the filling out of forms in the new National Treasury budget pack and culminates in the adoption of the budget by the council by 31 May, if all events go according to plan. If they do not, it extends a further month to the 30th of June.
