Social media and collaboration tools create the potential for municipalities to speak directly to their citizens and communities. Like with the advent of television in South Africa, social media tools are becoming an integral part of the infrastructure of South African society and communities; changing how everything is done in all domains of the country. Social communities now exist in almost every conceivable domain (Serrat, 2010). In South Africa, every citizen wants to belong to something. Communities are a vital component of municipalities, the internet and the fabric of South African society. Communities are a complex concept that can be described from many points of view in the South African context - in brief it is a field of considerable history with a significant body of publications (Averweg and Leaning, 2011).
