n IMFO : Official Journal of the Institute of Municipal Finance Officers - Lengthy delays of refunds and VAT audits

Abstract

Most municipalities have huge amounts of refunds at SARS which are not being paid out. This in effect has serious cash flow implications for these government entities as they need to put these refunds back into projects and infrastructure development. SARS has however adapted a zero tolerance attitude; more routine field audits are being done and have become much more stringent in order that vendors should adhere to the laws set out in the VAT Act.
