The evolving role of local government in immovable property asset management lacks a platform for dialogue, compared to most disciplines in the public sector. Being owners of substantial portfolios of properties with a substantial value, playing an important role in the creditworthiness of a local authority. Engagement amongst role players on optimising these important assets is becoming critical. Preserving and/or optimising the monetary, social and economic value of property assets within the South African context is an intricate concept which requires a multifaceted implementation approach.

The City of Cape Town has embarked on such an approach through a business improvement project that proved in many ways to test all known principles of a business transformation initiative, which is still evolving on a daily basis.
