Winter 2003 With completion of the process of demarcation of new local government boundaries, it became necessary to finalise the allocation of powers and functions to district and local municipalities. The baseline position in this regard was established in the Municipal Structures Amendment Act of 2000, which sets out the responsibilities of district municipalities.
