Extracted from text ... 26 An important prerequisite for successful decentralisation and one that facilitates development at local level is the clear allocation of responsibilities to national, provincial and local governments. Uncertainty over who does what often leads to inadequate governance and may stifle the development mandate of local government. Clarity over assignments, procedures, their content and impact is therefore of paramount importance. This issue of decentralisation includes issues of "devolution" and "deconcentration". "Devolution" is the assignment of functions which, include municipal discretion and policy-making choices; "deconcentration" refers to functions which municipalities perform on behalf of higher spheres of government, according to their policies ..
