IMFO Spring 05 26 Government is considering changing the constitution in a last-ditch effort to force municipalities to participate in the long-delayed restructuring of SA's electricity distribution programme. The restructuring of the R25bn electricity distribution industry is aimed at merging the distribution assets of power utility Eskom with those of the 187 licensed municipal distributors.
