Abstract

According to the Public Service Commission Report pertaining to the involvement by municipal officials in fraudulent activities, it is critical to highlight the "time bomb" waiting to explode in the Western Cape. In November 2008, the Western Cape was said to have experienced the highest number of cases of financial misconduct among civil servants in the country, representing 44 percent of the total number of cases reported by provinces. The Western Cape is followed by KwaZulu-Natal with 125 cases, representing 19 percent of the total number of cases reported nationally.
